Additionally you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work) and also Debian does not have version 11 yet, see https://tracker.debian.org/pkg/bacula
First step for bringing bacula version 11.* into Ubuntu is creating a bug report in the Debian bug tracker, that they update their version.
