Ok, empty output is one of the possible results (although it may come unexpected).
I would like to recommend as next step to try reinstalling checkbox:
sudo apt-get install --reinstall checkbox
If that still fails with the same debconf error, maybe enabling debug output provides some hints what's going wrong, if the above command fails, please try
sudo DEBCONF_
ls -la /var/cache/debcon
ls -la /usr/share/
In any case paste all output as done before.

Some details in the output above indicate that the problem might be caused by something in debconf that does not behave as expected. My next advice consequently is to try reinstalling debconf.

Manfred, I entered the command and it started to do something and then
the following popped up. I hit enter but the grub package screen is
just sitting there.
The grub-pc package is being upgraded. This menu allows you to select
│ which devices you'd like grub-install to be automatically run for, if

It seems that the root cause of the problem was finally found - apparently a corrupted debconf database - and renaming the defective files made package management operational again.
The only problem now is, that by removing the old debconf database the answers that have been given for some package installations have been lost.
One of the questions that was answered at a certain moment in the past (most probably at the time of first installation), was to select on which device(s) the grub boot loader should be installed. There is an upgrade of grub-pc currently waiting for installation on your system, and usually the update just takes the old answer, but cannot find it any more - and so it asks again.
What I propose to do:
Look in /var/cache/
And then you should answer the debconf dialogue by selecting these values. If you do not find any old answer, you have to find the right answer yourself based on the information shown and your knowledge about your own system.

Manfred, the computer froze so I had to reboot. The prompt for my
password didn't come up and when the regular display screen came up
all of my icons were missing. I rebooted using the recovery mode and
updated the grub in the recovery options. I noticed that among other
things it doesn't appear to identify who the user is. Bottom line I
don't seem to be able to get to my apps so I can use chrome to
implement your suggestions. Is there a way to get to my apps and or
restore my icons?

Your new problem seems to me not to be caused by debconf, but most probably has a different background - and there is not enough information yet to identify the root cause.
Taking into account the time and number of answers already consumed for your problem, you should consider re-installing a clean version of Ubuntu.
I do not know how much data you have that should be kept, how much customization you have done on your system, and if you have recent backups of all your data. I guess that at the end a restart from scratch will nees less effort than trying to get your system back up again.
Just one additional hint: Some of the problems that have been seen on your system can be caused by file system errors; I recommend performing a file system check as soon as possible.
