Why execute apt-get update get error?

test@ubuntu:~$ sudo apt-get update
E: Could not get lock /var/lib/apt/lists/lock - open (11: Resource temporarily unavailable)
E: Unable to lock the list directory

But after some minutes (about 10 minutes,I do nothing),I re-run this command,it can works.I don't know why get the error ?

sudo rm /var/lib/apt/lists/lock
sudo apt-get update
