How to add an attachment to an existing bug

I wish to instruct users how to attach a copy of /tmp/emacsXXXXX (where the file name varies from instance to instance) and IIRC there was a way to do this. However, I've misplaced this information, and it doesn't seem to appear in any of the apport-cli, apport-bug, or apport-collect man pages. Is this functionality available in some other package? (If yes, shouldn't the Apport documentation mention this?)

Apport doesn't support adding attachments to a bug other than for apport-collect. To add an attachment to an existing bug use the "Add an attachment or patch" link on the bugs web page.

Thanks for the reply. This didn't solve my problem, but I submitted bug #649253 to request the functionality I was looking for.
