index.php gives an error warning failed to open stream permission denied in unknown on line 0

I get the following error in ubuntu 8.10 lamp server with open ssh and vsftpd

i have made ftp write to the directory /var/www for one user with permissions 777 this is the only permissions i have changed, the PHP file just has the php display info code in it.

i get the error when i go to my site 10.0.0.6/index.php

please advise what i have done wrong and what to do to correct it
