mod_lua still missing in Trusty (14.04)

Could someone please explain the LTS release process?
Specifically, while there have been several small updates, mod_lua (5.1) is still missing from apache, even though a patch has been available since may 2014.
When will the patch be released?

Well actually, the bug is clear and so is the patch. My question does not concern either bug or fix, but the release process.

I don't understand when it will be released into Ubuntu 14.04 LTS.

Updates on packages for stable Ubuntu releases (especially LTS releases) are published only under specific circumstances.

What might be easier to achive is a backport of the utopic version to trusty, see https://help.ubuntu.com/community/UbuntuBackports

And as far as I can see, there are already some PPAs with updated versions available, click on "Other versions of 'apache2' in untrusted archives." at the end of the page https://launchpad.net/ubuntu/+source/apache2 or directly here https://launchpad.net/ubuntu/+ppas?name_filter=apache2
