You said the system came with Maverick, did you upgrade to all the intermediate releases to get to Precise or did you clean install?

yes i got all the upgrades and did a clean install.....
finally i managed to get the following :

i am ready to offer even more information to fix this problem.. as of now i've gained knowledge on what to look up

i did complete removal and fresh installation of ubuntu 12.04
still it doesn't fix this issue....
At-last, diagnosed that it was an hardware issue and got my speakers replaced at the Dell service station...
Now every thing works fine.
