problem installing ubuntu not syncing Io-APIC + timer doesnt work

trying to install ubuntu and not able to do so as when I go to install it on a live USB on my computer this occurs-
I have heard something about noapic ? but do not know how to implement it in my situation

noapci

how does one do this?- do I need to be running GRUB?

You can add it to grub before the OS boots, or if you have booted to the OS you can edit the config of Grub so that the option applies.

If you hold SHIFT at boot, you can press E to (e)dit the boot and add it on the line with 'quiet splash' which arethe default boot options.
