Cant get to root in order to configure DHCP for LTSP Server

We want to setup network using Thin Clients and an Ubuntu 9.10 LTSP Server. There is need to edit the scripts of DHCP but without root privileges the edited version could not be saved. How esle then can one have root privileges? We tried assigning right "ADminister the system" to a user but this did not help.
