About error message "E: Cannot find file name or size tag"

I refer to the bugs #268673, #36719, #159721, the problem with this error message in Synaptic when trying to add a APTonCD CD as software source: "E: Cannot find file name or size tag". I tried to rename the files as proposed, i.e. removing the "1%3a...." and burnt a new CD, but without success, the error message is still appearing. I am using Ubuntu 8.04. and APTonCD 0.1.98 Oubuntu1.1.
In #159721 was mentioned: "This bug was fixed in the package aptoncd - 0.1.98-0ubuntu3", but where can I get that. I am still new in Linux and not so common with the procedures. What is the state of that problem now?
