Cannot restore factory settings for dell mini 9

While updating, my dell mini 9 with ubuntu stopped working. I created a boot usb with the recovery disk but when I try to boot my mini is freezes at "will mount root from /dev/sdb" and nothing more happens. I want to restore my mini to it's factory setting and now am stuck. I would appreciate any help.

Dell recommends to install from hard drive: By using the GRUB menu at boot time.
Reinstalling from hard drive

This OS re-install option can be used to restore the system to its original factory settings:
1. Reboot your system. Shortly after you see the Dell logo, please ESC to invoke the GRUB menu.
2. Select "Reinstall Operating System".

I tried this and nothing happens when I press the ESC button.

Put the boot usb recovery disk in and when you start press F12 a few times when you see the Dell logo.

Hi i brought a mini 9 laptop from ebay . I have tryed contacting the women i got it from to get the pass word but i can't reach her convenently how do i take the laptop back to it's factory settings like out of the shop i tryed that thing thats up the top but it's not working can someone plz help me thanks bryan
