Bad shutdown computer.

I want shutdown computer but:
1. I click shutdown icon.
2. System is going shutdown, but no off.
3. System is restarting (show green stripes).
4. After 3 seconds computer is shoutdown.

What happens if you run:

sudo shutdown -h now

Does it shutdown properly?
