Is UBUNTU 9.04 can be install in a 4GB flashdrive but not as startup disk

Is UBUNTU 9.04 can be install in a 4GB flashdrive but not as startup disk. Can a flashdrive act as a harddisk which ubuntu can be installed and boot faster than a startup disk.

Your question is worded very poorly.

You can put the ISO on a USB device and boot from it. You will also be able to upgrade the apps on the usb as well.

You can also boot to the CD and install to the USB stick instead of to an internal drive. USB is significantly slower than an internal disk but will be faster than CD to bootup.
