How do I shute down and restart my ubuntus laptop!!

I need to restart my ubuntus laptop it linux itvdosent have Internet I need to delete all files and restart every thing like reboot my laptop I can't download any thing to.

you can use your install CD to delete partitions from the drive(s) and then use the free space to reinstall Ubuntu.

Deleting the partitions will free up space, but will also destroy any data they hold so make sure your backups are recent (If required)

You do not need the internet to reinstall an OS, you simply need a CD to install the system, just like Windows.

You can not put cd on my laptop it doesn't have a scaner

You mean a CD drive. Ok then you can put an Ubuntu ISO on a USB stick and install from that

A scanner takes images and digitises them, scanners do not read CDs
