PGP Key not found

Ok so I didnt find an exact answer here and it looks liek I might be screwed but,

I installed Ubuntu yesterday and after checkign out some of what ubuntu does, I thought it would be cool to encrypt a file to c how that was and then after, because of updates, I needed to reboot, for some reason my MBR was messed up so I said screw it and just reinstalled ubuntu instead of trying to figure out how to work GRUB console mode. Now I cant unencrypt my file and it looks like it didnt keep the original(encrypted files were sent to the second HDD so reformatting didnt delete it). So HOW HOW HOW can I unencrypt this. I need this file back LOL

Unfortunately, unless you have a copy of your private key you will not be able to decrypt the file.

Bad news, I think.
When you reinstalled your system, all of your files were deleted, and that includes your private GPG key. So, unless you've stored also that one on your second HDD, you've lost the private key required to decrypt files encrypted with your public key.
