cannot type the "at" sign for e-mails

Try following commands in the console:

sudo mv /etc/default/console-setup ~ # this moves the old file into your home for backup purposes, delete it if successfull
sudo dpkg-reconfigure console-setup

If this doesn't work: Do the other keys that require alt-gr work (I suppose you use a german keyboard) ? Which version of Ubuntu do you use? Which language? Ubuntu up-to-date?
