locate pointer not working

pointer is not located or highlighted, if an element is selected ie input field or button the border of that element will highlight with the release of the ctrl (left) button.
Having used this feature for a number of prior releases I would expect it to have a circle graphic pulse where the mouse pointer is.
How can I fix this problem
