Need help with new install

I am running on a outdated 18.04 architecture with no updates since 04/2023. I need to update to at least 22.10 desktop-amd64.iso. Someone else installed this for me several years ago but has been unable to do any new work for me. I'm trying to do this myself. I'm not sure where to begin. I've been reading and trying to learn but to no avail.

I suggest to start with some basic diagnostic tests.

Open a terminal window (e.g. by simultaneously pressing ctrl-alt-t)

Issue the following commands:

uname -a
lsb_release -crid
lscpu

then copy all output and paste it into this question document that we can see the results.
