I9-12900 stuck at 400mhz

Booting ubuntu studio livecd
Kernel 5.15.0-54-lowlatency
Bios_limit shows 400000 for all CPUs
Cores 13-20 will boost to 2ghz under load
Cores 1-12 stay at 400mhz
How do I fix this?
Power management / energy saving
shows no profiles to switch to

Could be insufficient power. The CPU can ramp up to 202 Watts of power use. If you have a small PSU then this can limit your chip

Power brick is 240W
Power draw under load has never exceeded 75W, due to low clock rate.

Ubuntu studio does not come with
Cpupower
I will add it, via
Linux-tools-lowlatency
How should I request that it be added to the livecd?

System monitor shows
Lithium ion battery charging rate as -51w
When charger is pushing over 130w,
Should be +75W.

Changed bios mode to performance,
Turned on speed shift in bios
Now all cores are boosting.
BTW page linked has good general info
