VLC not playing in 17.10

VLC will not open/play video. Have run all updates, codecs pkgs and did a purge/reinstall. (https://tecadmin.net/install-vlc-on-ubuntu/) link is "how-to" I used commands from that link. When that didn't work, I used terminal to purge VLC and went to software center. There it didn't have the 'install" icon???? Very strange? Anyways, I looked at most of the threads this site had to offer and, no offense, they were very old. Hoping someone can teach this old dog a new trick. i.e. get/install/run VLC

What is the output of:

lsb_release -a; uname -a; apt-cache policy vlc

   My apologies for not responding much sooner. Ahm...I solved the problem.........by wiping and re-installing. Just ran into so many problems, something had to be wrong at the basic level. So far..(?) things seem to operating as they should. Hope it stays that way!
