Different ways to set time

What are the differences between following procedures (on Intrepid) :
- Right click on Ubuntu clock, choose "adjust date & time" and change clock.
- Right click on Ubuntu clock, choose "adjust date & time" and click on "Set system time" (seems to launch "/sbin/hwclock --systohc" that does nothing on my computer)
- System>Administration>Date and time (launch "/usr/bin/time-admin")

Apparently, right clicking on the time and choosing "Adjust Date & Time" does not allow you to choose NTP server synchronization for the clock, whereas choosing "System > Administration > Time and Date" does.

With "Adjust Date & Time", you don't need administrative privileges (sudo or gksudo), so you can adjust time manually as your current user and not as the root user, unlike from the System menu.

how? fail date and time and system administration date time disable to change/disable mode
