add application to official repository

Hello. How Cannonical decides to add an application to the universal official repository?
I'm porting a very popular application to linux and I would like to know what I must do to add it into the official Ubuntu repository.

this is decided by the 'masters of the universe', or MOTU for short, its a community supported opperation that anyone can join, its essentially an organisation that creates packages of software for ubuntu that go into the universe and multiverse repositories,
