Can't add user in user GUI

I am using the out-of-the-box Ubuntu desktop. I am trying to add more users via "System" then "Administration" then "Users and groups. My understanding is that I am supposed to be prompted for a password for my account (the initial account created during installation). I am not prompted for that password and when the GUI opens the option to add a user is grayed out. I am prompted for my password for many other things, such as installing updates, etc, but not for this GUI. Is this a bug or am I doing something wrong?

This is not a bug and you are not doing anything wrong. You just need to hit the unlock button, it is next to the close button at the bottom of the dialog box. Then you will be prompted for your password. After entering your password the ¨Add User button will no longer be grayed out.
