What is the official form for users to suggest a feature on ubuntu ?

I wish to suggest a simple feature on ubuntu (to make renaming folders avalable while on folder-tree view mode), but I don't know how.

File it as a bug against the program "nautilus".

I think that the best option is to first fill a bug report and, if the developers ask you to write a blueprint, do so.
