Want to know how and where individual apps are packaged for Ubuntu

Hi all,

   I am a user of the package 'tor'. The corresponding Ubuntu package is at version "0.1.xx" currently. When I go to the tor project web page (http://www.torproject.org/), I see that "0.2.xx" stable releases (in source code form) have been out for quite some time. I notice that something similar is true for a few other packages I use also ('Deluge' is another that comes to mind).
  So, I was wondering if I could find out why certain apps are not upgraded to their latest stable releases. Is there a standard link/URL for every package in Ubuntu where people discuss/decide when to upgrade the package in the Ubuntu repositories? I could go there, see why a certain upgrade has been withheld/delayed, and maybe even help out myself :)

 Any help/pointers appreciated !

   It was a good starting point. Will follow the trail further....

   But how do I find the packaging discussion page for a specific package? For eg, is there a URL like: "http:/..../packaging/tor" ?

I don´t believe that there are individual pages for discussing each package, although there are informational pages dedicated to each package. You can search for packages at http://packages.ubuntu.com/
