generating non-utf8 locales

I need to override LANG before running rhythmbox to force gstreamer to use a correct locale to decode the id3v1tags. [1] Nowadays we can no longer run "dpkg-reconfigure locales" to select our own locales. So how can I add a locale, e.g. zh_HK.Big5? Thanks!

Simply add the locale name in
/etc/locale.gen

Available locale files are listed in
/usr/share/i18n/locales/

However, this is not the proper solution to the bug. The encoding should be changed through the application, like a list with priority encodings and a general dropdown menu that shows all available encodings.

Can you help with this problem?
