Restart requited after installation of proprietary graphic driver

Why is restart requited after installation of proprietary graphic driver?
I have tried to log out and log in again bit the new graphic driver hasn't taken effect and Ubuntu still say that I shall restart.
Why can you just tell the user that he/she shall log out and in again? I don't think that more difficult than restarting.
On Linux systems you (normally) only need to restart when you update your kernel.

The restart prompt is telling you to reboot the computer. You can do it manually or let the prompt do it for you.

The reboot may be needed due, for instance, due to a new kernel module (like what happens when you use the nvidia proprietary drivers)
