What system is used to launch ubuntu, I have explorer and it is slow.

WHat is best to launch ubuntu? I was trying to get away from explorer. When I try to open it asks me to select from a list of microsoft applications to open?

Sorry? What do you mean by 'launch Ubuntu'? Ubuntu is not application, it's operating system, you can't 'launch' it, you have to install it!

The download ubuntu. WHen I click on it I am asked what program I want to launch it

It depends on what you're downloading.

If you're downloading a CD image (a ".iso" file), you'll need to burn it to a CD and then install from the CD (try https://help.ubuntu.com/community/BurningIsoHowto for more information). If you're downloading from here http://wubi-installer.org/ you should be able to run the application itself (it's an ".exe" file that will handle installing Ubuntu on Windows).
