No virtual consoles on Ubuntu 16.04

Does Ubuntu 16.04 disabled the virtual consoles?

I'm trying to Ctrl+Alt+1,2,3,4,5,6 and always got a blank screen.

I suggest you report a bug. You can press CTRL + ALT + T and use the terminal if you prefer to use CLI.
