System program problem detected and computer is frozen

My wife's elderly laptop on booting up displays the following error message
"System program problem detected
Do you want to report the problem now?
There is a button to cancel and one to report problem but neither work.
I cannot close the error message or use Dash.
The computer is frozen.
Any suggestions?
