Thank you for taking the time to report this issue and helping to make Ubuntu better. Examining the information you have given us, this does not appear to be a bug report so we are closing it and converting it to a question in the support tracker. We appreciate the difficulties you are facing, but it would make more sense to raise problems you are having in the support tracker at https://answers.launchpad.net/ubuntu if you are uncertain if they are bugs. Ivan
You said that you reinstalled Kubuntu 15.04. Had Kubuntu 15.04 been on your computer earlier? If so, did it work correctly? You said, that you tried it on another computer, and it did same thing. Did you do MD5sum or a SHA256sum check?

Many people have successfully 15.04. If you tried to install on two different computers, it makes me think something is wrong with DVD or USB drive information.

Can you help with this problem?
