cannot manually arrange url icons on desktop after 13.04 to13.10 upgrade.

I cannot manually arrange (drag and drop) url desktop launchers after upgrade from ubuntu 13.04 to 13.10. I get error message (Error while copying "/") with details (Error opening file "/": is a directory). Keep aligned is turned off. This only happens when trying to reposition url related launchers.
