Lots of distributions before Ubuntu were based on Debian. Debian has a decent package system. The initial developers obviously went the Debian route but you would get another user asking why it is based on whatever distro they based it on. I can't find the rationale for the choice online but I suspect if you look at the differences between deb and rpm (and other package systems) you will see differences which the developers desired or preferred.

Debian was well-established, had the most software pre-packaged, and was run by volunteers (all of those still true).

More cynical observers would probably note that using Debian made them strand out from and less dependent on potential enterprise competitors (RedHat, SuSE).
