I created a bug report for it
Temporary work around: ctrl+alt+t then type unity in the terminal. once unity starts up choose the power button and then startup aplications. add a program named unity. the command for it is unity. this will make it load unity everytime

If you installed 13.04 and it looked good, then something you did (maybe) broke the Unity desktop.

Try this

Login to the Desktop and hit CTRL+ALT+T , it should open a terminal window. There write the following commands one by one

    sudo apt-get install -y compizconfig-settings-manager
    sudo apt-get install --reinstall gsettings-desktop-schemas

After the installation completes, write in the same terminal

    ccsm

The compizconfig settings manager window should open. There search carefully in the primary page and locate the UNITY plugin. See if this plugin is enabled. If not, then click the box to enable the plugin. After that, reboot your PC.

At this time I believe it would just be better to use the installation media boot into the installer instead of replace ubuntu 13.04 with 13.04 choose reinstall and it should work without a hitch

Yes, I believe that too. I agree with "@Jack Ramsay" . A re-installation could resolve everything.
