I cannot install Ubunto on a new hard drive...

I recently was gifted a used computer (Pentium 3, 512 RAM, 40 Gig HDD) The hard drive was wiped before I got it. So with a empty HD. I downloaded, made a CD and attempted to install it...NO JOY. The disc would not boot. Hmm? So I booted the computer with a win98 boot disc and searched the Ubuntu disk I burned and could not find an executable file to install the O/S. Is there a difference between mounting the ISO image and just burning all the files with XP's wizard? I need a hand here. Can anyone help? Can this O/S install independently?

and burn the cd at lower speed you can do (4x)
