Is there a common bugs and issues list?

Is there a common bugs and issues list for each Ubuntu release?
Something like fedora has?

 I'd love to see that implemented

There's a list of issues in the release notes such as http://www.ubuntu.com/getubuntu/releasenotes/710

Unfortunately I can't seem access the page you've linked at the moment, it just times out (Fedora 8 appears to have just been released).
