HOW TO INSTALL WITHOUT DOWNLOAD

CAN I INSTALL APPS FOR UBUNTU WITHOUT DOWNLOADING?IF I CAN WHERE CAN I GET IT?
THIS IS BECAUSE I HAVE A VERY SLOW INTERNET CONNECTION.

You need to have the Ubuntu cd. You can install any package on the Ubuntu cd and it won't use your internet connection. Those are the standard applications. If you need more you need to get them from someone who has an internet connection.
