Ca someone tell me id there is a standard way of making suggestions for features which i'd like to see including in future releases of Ubuntu.

You can register a blueprint for ubuntu and it then it will be reviewed by others and may get included at some point. If you can do any of the work yourself or have a well layed out plan it may increase the chances of getting included.
