How do i start a 'buntu' derivitive?

By this, i want to start a new version, like Kubuntu, Or Fluxbuntu, but with a different Window Manager. Am i allowed to do this?

Will let you customise the iso and make a derrivitive. You will need to know sme fundamentals of linux but its not hard at all. And fun.
