how to install downloaded softwares in ubuntu910

i have downloaded gstreamer for ubuntu910 but i dont know how to install please tell me................. note: i am using ubuntu910, i dont know much about ubuntu because just now i started.......... so please help me.......... i need to install it.

Why are you downloading the gstreamer and not using one of the package managers? https://help.ubuntu.com/8.04/add-applications/C/add-applications-introduction.html

Using package manager you not only could easy install software but also be notified when an update is available.
