how to shutdown computer

What do you mean with "applications, places, and system are not working"?
Could you explain it a little bit more?

Perhaps you can add the shutdown button to the upper bar clicking on an empty space and adding the Shutdown item.

If you can't find a GUI method, from a terminal you could run "sudo shutdown -h now"
