Why the Redundancy in the "Move To" sub-menu in Nautilus?

In Lucid I see a new sub-menu called "Move To" when I right click on a folder or a file. By default the menu contains two options, namely Home Folder and Desktop, and if I am working within a Nautilus window, there is another option for moving it to the "Other pane," which is disabled by if a second pane is not open.

My quibble is with the first two options. Why have the Desktop and Home Folder options enabled when you are working in the Desktop or within Home, respectively? It's a rather silly thing to overwrite a file with a copy.

I'd like the opinion of the Ubuntu-verse whether it is appropriate to file this as a bug. If not, how can I get the developers to implement a change?

Since I read in one of the answers that enhancements should be reported as a bug, I have created one and linked this question to it.
