popup tips that dissappear when you try to click on them

Why do the little popup info bubbles dissapear when I try to click on them?
Should they not bring to focus the window it is telling me about, or must I hunt the desktop for the app with the matching icon?????

It's intentional. It's supposed to notify you of something, not prompt you to take action.

Wouldn't it be better if it actually let you click on it if you wanted to to bring a window or application to focus??

There's documentation somewhere that explains exactly now the notifications are supposed to work. They mention that there's not supposed to be any interaction with the user (clicking the notification, etc). If some notifications allow you to click them it creates inconsistency.

If some notifications allowed you to click on them, it would enhancer usability... Why not have the option?... Then you can have either a useful, interactive notification, rather than just a notification that doesn't do anything.

I've always felt that there should be no object on a desktop (as in real life) that can't/doesn't respond to an interaction from the user... makes for a great usable desktop, instead of always hitting dead-ends with your actions and having to backtrack or change application manually all the time.

You're missing the point. Notify OSD (the notification system) is not meant to be interactive. If something is supposed to be interactive then an alert box should be used. There needs to be a passive notification system that doesn't get in your way (you can click through it).
