I am now using 14.04. Have also tried 15.04. I'm not entirely new to Ubuntu but thusfar I have made my way by copying command strings into terminal following solved issues on Ubuntu forums. This one was too hard. The output of sudo lsusb -v is:

Thanks to the output I could determine your laptop is using an Acer webcam (specifically, ID [5986:055a]). There is already an open issue regarding this problem (lp:1433906), I've linked it to your question. Hopefully it will be corrected soon.

usually, drivers for webcams and the like are handled directly into the Linux kernel. That's why we often recommend people with issues similar as yours to try with the latest Ubuntu release (that comes with a pretty recent Linux kernel) to see if it fixes their problem.

Ubuntu 15.10 is available as a Beta release[1], so if you have some time, you can try it out using a live USB drive to see if it fixes your problem. Ubuntu 15.10 comes with Linux kernel v4.2[2] so it might worth trying it.

If it still doesn't work even with Linux kernel v4.2, it might be a good idea to report this in the bug I mentioned above, so that we can investigate a bit more on how to fix the issue and push it upstream (for other Linux distributions to use).

1. Towards the top of the page, click on the “This bug affects 14 people. Does this bug affect you?” link and select “Yes, it affects me”.
2. Add a comment to state that it doesn't work even on the latest version of Linux kernel. Please include the output of the following commands in your comment:
    lsb_release -a
    uname -a
    sudo lsusb -v
