The issue you've raised is probably better expressed as a bug against an Ubuntu package rather than as a question regarding the Hardware Certification Programme. We try to help answer technical support and bug type questions when we can, but this venue will not get your problem resolved.
your best bet would be to open a terminal (Ctrl + Alt + t) and use the tool ubuntu-bug to file a bug against a specific package, e.g. with command "ubuntu-bug linux" to open a bug report against the kernel.
