I believe everthing you need is there.

But you can just download it and click on it it will start.

Run this commands in the terminal:
sudo add-apt-repository ppa:costales/unity-webapps-telegram
sudo apt-get update && sudo apt-get install unity-webapps-telegram

If you want the native client, visit this url: https://tdesktop.com/linux

Download, extract to a folder. Then open the terminal :

/home/(your session name)/(path to telegram folder)/

and type to run the program:

./Telegram
