Hi Priyatosh,

Yes, its required for VM based VNFs.

For VNF deployment, Tacker takes TOSCA template as input and translate it into HOT using heat-translator.
Heat is not limited to VM creation only, but for other operations also like VDU healing, scaling, re-spawning etc..
