How can I limit the download speed for some accounts?

There is now way to do this in swift for a single download. However, swift does come with a rate limiting plugin that allows you to limit how often clients can make requests. See the docs for details on how to set it up.

rate limit = download speed ?
for expample, I wont set for first account files/containers download speed limit to 1000 kb/s, for second account = no limits.
How to do it with this plugin?
