Add MP3 format to Sound Converter for Ubuntu 16.04

I would like to convert wma files to mp3 but the sound converter does not have this function. I followed the links to add/enable this function but it seems to only be available for up to version 11 of Ubuntu.
How do I enable this feature on sound converter or would you suggest a different converter program?

I assume that you have to add the package gstreamer1.0-plugins-ugly

sudo apt-get install gstreamer1.0-plugins-ugly

not "gstreamer0.10-plugins-ugly" as it said in the site
