ubuntu and other flavours of ubuntu including kubuntu uses the debian package management system.
all application packages installable on ubuntu is installable on kubuntu also. you can even install and use the synaptic package manager on kubuntu.

My question was for Ubuntu Software Store that will be port to Qt4, because now use only GTK+

It`s not planned. Put my personal opinion is it would be very good becose it would make swiching from ubuntu to kubuntu.
